"Intended use" in the context of pesticide proposals specifically refers to the planned application of a specific pesticide. This concept encompasses the details surrounding how and why a pesticide will be used, including the target pest, the timing of the application, and the anticipated outcomes. Understanding the intended use is crucial in ensuring that the pesticide is used according to regulatory guidelines and safety protocols, ultimately aiming for effective pest control while minimizing risks to human health and the environment.

When considering the other aspects, while the average cost of applying pesticides can be a factor in decision-making, it does not directly define what "intended use" means. The specific pests being targeted and the methods of application are relevant components of the overall plan, but they do not encapsulate the complete understanding that "intended use" provides regarding the actual pesticide being proposed for use. Thus, focusing solely on the planned application highlights the operational and regulatory aspects that are essential for responsible pesticide management.
